In accordance with your Lordship's request and the Colonial Regulations and a report from the Crown Agents for the Colonies, I have been medically examined as to my fitness to return to a tropical climate, and I am informed by the Crown Agents that my certificate is satisfactory.

As my leave expired on the 10th January 1894, I most respectfully solicit a passage for myself, wife, and family by the C. Steamer, leaving on the 21st December 1895, and as this exceeds one passage, more than allowed by the Colonial regulations, I most respectfully beg that your Lordship will be pleased to grant me a full passage to Hong Kong for my family, on the same grounds that His Excellency granted me a full passage home. This having been 20 years in the Service and not having had any previous leave.
